AI Chatbots Provide ‘Unreliable and Biased’ Voting Advice, Claims Netherlands Regulator

AI chatbots have been shown to be “unreliable and clearly biased” when offering voting advice, the Dutch data protection authority (AP) has reported, issuing warnings about a potential threat to democratic processes just eight days before national elections.

Testing Reveals Repeated Partiality in AI Suggestions

The quartet of AI assistants tested by the AP “frequently recommend identical two parties”, regardless of the user’s question or command, the regulator noted in a report released ahead of the late October vote.

In more than half of the cases, the AI recommended either the far-right Freedom party (PVV) of the politician Geert Wilders or the leftwing GroenLinks-PvdA led by the former European Commission vice-president Frans Timmermans.

Certain groups, such as the moderate CDA, “are almost never mentioned”, even when the user’s input precisely aligns with the positions of these political entities, the report indicated.

Authority Figure Cautions Against Using AI Chatbots for Voting Guidance

The vice-chair of the data protection agency, the official Monique Verdier, stated that while AI assistants appear to be smart resources, “as a voting aid, they consistently fail”. Citizens were being steered toward a party that might not correspond to their political views, she added.

“This immediately affects a fundamental pillar of democracy: the honesty of open and just votes,” said Verdier. “We therefore warn against using AI chatbots for voting advice, as their functioning is opaque and difficult to verify.”

Election Context and Party Dynamics

Netherlands citizens vote on 29 October in an election that will be keenly observed around Europe for the showing of the PVV.

The far-right party of Geert Wilders is leading the polls but the lead over the GroenLinks-PvdA and CDA appears to be narrowing, with many voters yet to make up their minds.

Every significant political faction have ruled out an alliance with the Freedom party, implying the party that comes second is highly probable to provide the next prime minister.

Inadvertent Prejudice Attributed to Chatbot Functioning

The AP stressed that the AI systems were not intentionally prejudiced, and that their “noted flaws” are a consequence of the way AI chatbots operate.
